Pro-independence parties in the Catalan parliament and the Catalan government signed on Tuesday a declaration of independence. The document constitutes "the Catalan republic as an independent state" but does not include a clear date on when this will be official.

The Catalan president, Carles Puigdemont, said earlier on Parliament that Catalans have won the right to be independent but suspended the formal declaration of statehood to seek dialogue.

The document, that Puigdemont, the president of the Catalan Parliament, all the ministers and pro-independence MPs signed, also asks the international community for recognition to an independent Catalonia.

The declaration also says that Catalans seek dialogue and want to negotiate with Spain and urges the EU to get involved.
