Romeva at Westminster: “There is more interest in discussing the Catalan question here than in Spain”

ACN / Sara Prim

The All Party Parliamentary Group (APPG) created in the British Parliament was officially inaugurated this Tuesday by the Catalan Minister for Foreign Affairs, Raül Romeva.  “This is what we would like other parliaments, such as the Spanish, to do,” Romeva told the press before entering the Committee Room. “Sometimes, there is more interest in discussing the Catalan question here than in Spain,” he added. SNP MP and Chairman of the APPG on Catalonia, George Kerevan admitted being “surprised” by the “large amount of people” who attended the presentation, including not only MPs and Peers but also “academics and many representatives from different sectors in the United Kingdom”. He lamented that the Catalan process hasn’t even “reached the negotiations table” and gave credit to the UK, which allowed the Scottish referendum “as a good example of dialogue”.

Mas, Ortega and Rigau could show the world “how weak democracy is in Spain”

ACN

Catalan Government Spokeswoman, Neus Munté, referred this Tuesday to the Constitutional Court’s decision to ban from public office the political figures responsible for the 9-N symbolic vote on independence, which took place in 2014. According to Munté, sentencing former Catalan President Artur Mas, former Vice President Joana Ortega and former Catalan Minister for Education Irene Rigau for allowing the non-binding consultation “confirm the Spanish State’s absolute lack of willingness to find a political solution” to Catalonia’s aspirations. However, far from “disqualifying” them, Munté assured that the Government “counts on” the three summonsed “to explain” to the world “how weak democracy is in Spain".

Catalan MEPs report “disgraceful and anti-democratic” 9-N sentence to the European Parliament

ACN

Catalan MEPs from left wing pro-independence party ERC Josep Maria Terricabras and Jordi Solé, and Ramon Tremosa, representing the Catalan European Democratic Party (PDeCAT) sent a letter to the 751 members of the European Parliament condemning Monday’s sentence against former Catalan government figures over the 9-N symbolic vote on independence, which took place in Catalonia in 2014. They consider “disgraceful and anti-democratic” the sentencing to a two year-ban from holding public office for former Catalan President, Artur Mas and the 21-month and 18-month bans for former vice president Joana Ortega and former Catalan Minister for Education Irene Rigau for allowing the non-binding referendum to take place. The Catalan MEPs assured in their joint letter that the court’s decision “will not deter the Catalans' will to express their views at the ballot box”.

Puigdemont: “The referendum will absolve what the Spanish justice system sentenced”

ACN

Catalan President, Carles Puigdemont, assured that the sentences against the political figures responsible for the 9-N symbolic vote on independence, which took place in 2014, won’t change the Government’s roadmap. Indeed, he stated that the referendum “which will be carried out between the end of summer and the beginning of autumn” this year will be the absolution of what the Spanish justice system has condemned this Monday. Pro-independence radical left CUP, the main partner of governing cross-party ‘Junts Pel Sí’, declared “dead” the dialogue with the Spanish State regarding the possibility of an agreed referendum. CUP MP, Mireia Boya called for “disobedience” as “the only way to reach independence”.

Mas to appeal sentence over 9N symbolic vote in the European Court

ACN

Former Catalan President, Artur Mas appeared before the press after being sentenced to a two-year ban from holding public office for allowing the 9-N symbolic vote on independence in 2014. “I accept this sentence calmly, but with absolute disconformity” said Mas and announced that he will appeal to the European Court. “We have little hope in the Spanish Constitutional Court” he said, but emphasised that those found guilty will follow the correct procedures for the appeal to reach the European justice system, in which the summonsed “have much more faith”. “The Spanish State prosecutes people due to their ideology”, he said and pointed out that he and former Vice president Joana Ortega and former Education Minister Irene Rigau “have been sentenced for disobeying the Constitutional Court”. “Unfortunately, the law is not the same for everybody in Spain”, he lamented.

Mas to appear before the Parliament over CDC illegal funding

ACN

All the parties in the Catalan chamber except from governing cross-party list ‘Junts Pel Sí’ urged former Catalan President, Artur Mas, to appear before the Parliament over CDC irregular funding. He will have to do so after the main figures accused in the ‘Palau Case’ assured that former CDC, now renamed as the Catalan European Democratic Party (PDeCAT), received commissions from Ferrovial construction company in exchange for public contracts and with the intermediation of ‘Palau de la Música’. Indeed, Mas was head of CDC at the time when the alleged corruption took place. Pro-independence radical left CUP consider it “a fiction” to separate CDC from PDeCat and the Catalan Socialist Party (PSC) have called for Mas to quit his political career if the accusations over CDC irregular funding prove to be true.

Millet and Montull admit Ferrovial paid irregular commissions to CDC through donations made to ‘Palau de la Música’

ACN

Fèlix Millet and Jordi Montull, the main managers of Palau de la Música concert hall between 1990 and 2009 testified before the judge this week, over one of the biggest corruption scandals affecting former governing party ‘Convergència Democràtica de Catalunya’ (CDC), which ruled in Catalonia in coalition with Christian Democrat Unió for more than 20 years. The so-called ‘Palau Case’ investigates whether CDC received €5.1 million from the construction company Ferrovial through donations made to Barcelona’s Palau de la Música. Both Millet and Montull admitted that Ferrovial paid illegal commissions to CDC in exchange for public contracts and confirmed that they pocketed a significant percentage for themselves. The main accused in the ‘Palau Case’ also pointed to CDC’s former treasures, Daniel Osácar, as the person in charge of gathering the money from Ferrovial and put it at the party’s disposal.

Westminster to create All-Party Parliamentary Group on Catalonia

ACN

The British Parliament has registered an All-Party Parliamentary Group (APPG) to discuss the political situation in Catalonia. The initiative will be made official on the 14th of March in London and includes 20 MPs from the main British parties, from Conservatives to Labour, all the way up to the Scottish National Party (SNP) and the Welsh Plaid Cymru. Indeed, SNP MP George Kerevan was one of the main promoters of the group. Kerevan repeatedly expressed in favour of Catalonia’s right to decide its political future and criticised the prosecution of the Parliament’s President, Carme Forcadell, for allowing a debate on Catalonia’s independence in the Catalan chamber. The group is due to meet at least twice per year and will be open for other MPs to join.

Italian MP, Marco Miccoli calls for finding “a political solution which meets Catalans’ demands”

Sara Prim

The Italian Democratic Party MP, Marco Miccoli expressed in favour of finding “a political solution which meets Catalans’ demands” to overcome the current political deadlock between Catalonia and Spain. In an interview with CNA, Miccoli pointed out that the judicial way “doesn’t solve the problem from a political or historic point of view” but “only puts if off”, he said referring to the Spanish Government’s use of the court to stop Catalonia’s democratic demands. Miccoli also added that the EU “has a fundamental duty” regarding political conflicts such as that growing between Catalonia and the Spanish State and considered that an eventual intervention would have to be carried out with an “appropriate approach” aimed at “solving problems rather than throwing a spanner in the works”.

Puigdemont: “The referendum will be carried out”

ACN

The Catalan President, Carles Puigdemont, commented on the Council of Statutory Guarantees’ resolution which approved the allocation to call a referendum this September but denied the Government’s competence on this matter. “The allocation has been absolutely backed and the referendum will be carried out”, he said and guaranteed that city halls throughout Catalonia “are ready”. However, he refused to comment on the 31st additional provision of the budget, which establishes that the Government is responsible for guaranteeing this allocation and therefore calling the referendum. Indeed, this section has been considered unconstitutional by the Council. According to the body, calling a referendum is not an attributed competence of the Government and therefore this authorisation can’t be foreseen in the budget.

Council of Statutory Guarantees backs allocation for referendum but denies Government's competences

ACN

The Council for Statutory Guarantees, the body responsible for checking whether the Catalan Government’s regulations comply with the Catalan Statute of Autonomy and the Spanish Constitution, approved the additional allocation included in the budget for 2017 in order to call a referendum on independence in September. In particular, the bill establishes €5 million for electoral processes and €0.8 million for participation. However, it has found unconstitutional the 31st additional provision of the draft, which establishes that the Government has to allocate the spending to carry out the vote. Despite being unanimous, the resolution of the Council for Statutory Guarantees is not binding, since it is an advisory body. However it has already postponed the passing of the bill, which was due to be put to vote last February.

EU support for referendum “to be gained through persistence rather than urgency”, says ‘En Comú Podem’ leader

ACN

‘En Comú Podem’, the alternative left coalition which won the last Spanish Elections in Catalonia, obtaining 12 MPs in the 350-seat Spanish Parliament, bid for “finding alliances” and “fighting for the recognition of Catalonia’s right to decide” before setting out other scenarios “which are not real yet”. These are some of the key points which ‘En Comú Podem’ leader, Xavier Domènech, presented this Tuesday at a press conference in the European Parliament. According to Domènech, achieving European support to hold a referendum in Catalonia is a task which should be pursued “through persistence rather than urgency”. In this vein, he admitted that “the Spanish State’s pressure” to diminish international support for the referendum “are public and obvious”. Domènech insisted on his party’s bid for holding “a referendum with all the guarantees” in Catalonia rather than “a 9-N plus”, that is to say, a repetition of the symbolic vote on independence which took place in 2014

Homs at 9-N trial: “We couldn’t do anything else, freedom was at stake”

ACN

Former Catalan Minister for Presidency and Catalan European Democratic Party (PDCeCAT) spokesperson in the Spanish Parliament, Francesc Homs, testified before the Spanish Supreme Court this Monday over the 9-N symbolic vote on independence, which took place in 2014. Homs responded to the Public Prosecutor’s accusation of disobedience and perversion of justice for co-organising the consultation and insisted that the resolution from the Spanish Constitutional Court (TC) “was not concrete”. Moreover, he assured that the executive “couldn’t do any anything else” but allow the symbolic vote to take place, since “ideological freedom and freedom of speech were at stake”. Homs said he admitted to “all the acts” he is accused of “and even more”, but doubted that they “constitute a crime”. In early February, former Catalan President, Artur Mas, and former Catalan Ministers Irene Rigau and Joana Ortega already testified before Barcelona’s High Court over the same case.

Homs enters the court rallied around by hundreds of supporters

ACN / Sara Prim

The judicial process against Catalan politicians that helped to organise the non-binding consultation on independence on the 9th of November 2014 continues. This Monday, former Catalan Government spokesman and MP for the Catalan European Democratic Party (PDCeCAT) testifies before the Spanish Supreme Court for disobedience and perversion of justice when co-organising the 9-N symbolic vote on independence, in which 2.3 million citizens expressed their opinion about Catalonia’s political future. The Prosecutor’s temporary conclusions stated that Homs “didn’t suspend any of the articles which allowed the consultation to take place and which were accountable to the Department of the Presidency” which Homs led at that time. The document emphasises that former Catalan President, Artur Mas’ right-hand man was “absolutely aware” that “by doing so he violated the mandatory compliance of the Spanish Constitutional Court’s decisions”. Thus, the Prosecutor demands a 9-year ban from public office.
